2024 NC Coalition on Aging Annual Meeting and Luncheon

The NC Coalition on Aging's Annual Meeting and Luncheon is a celebration of the support the Coalition’s membership provides to older North Carolinians every day. The annual tradition brings together leaders and advocates from across aging industries. This year we are honoring the Coalition’s 6th year as a non-profit organization.

Join us on Friday, September 27, 2024 from 11 am - 2 pm. This year we will be meeting at the Hilton Garden Inn at Raleigh Crabtree. Please note, this is the same location as last year. Come early to network and visit with friends. Networking and registration will start at 11:00 am. The formal agenda will begin at 12:00 noon. In addition to the keynote speaker, the agenda will include an update about the Coalition on Aging's activities for the last year, recognition of supporters, election of Board Members, and a presentation of awards.

Keynote Speaker- Constantinos “Costas” Miskis, JD, CRC Senior Regional Administrator Administration for Community Living U.S. Department of Health & Human Services

Constantinos “Costas” Miskis serves as the Senior Bi-Regional Administrator for Region IV of the Administration for Community Living (ACL) (formerly the Administration on Aging (AOA)), U.S. Department of Health and Human Services (HHS), which he joined in January 2005. Under the Older Americans Act he serves as the Regional Administrator for ACL’s Regional Support Center for Region IV covering eight (8) southeastern states of AL, FL, GA, KY, MS, NC, SC, and TN. Costas has also served on the agency transition team for Presidential transitions, the Cross-Agency Leadership Team – Serving Veterans, the Global Awareness subcommittee of the agency’s Elder Justice Initiative, the CDC Board of Scientific Counselors (NCIPC BSC) and has served on an as-needed basis as Administrative Law Judge for the agency. The Regional Support Centers aim to serve Older Americans and People with Disabilities by maximizing the effectiveness of state programs through tailoring the implementation of national programs to the needs of individual states, identifying best practices, delivering Technical Assistance, managing Federal grants and serving as the repository of ACL’s institutional knowledge and expertise on state and regional aging issues.

Costas joined HHS in 2002 when he was appointed by the President of the United States as HHS Regional Director serving as the direct representative of the Secretary of HHS in Region IV. In that capacity he also held lead responsibility for coordinating human services support under the Region IV Emergency Support Function 8 (ESF-8) plan to provide for the organization, mobilization, coordination and direction of emergency medical services, hospital services, crisis response and mental health services. He also co-chaired the Southeast Human Trafficking Taskforce and chaired the Region IV Senior Leadership Committee which includes the Food and Drug Administration, Centers for Medicare and Medicaid Services, Health Resources and Services Administration, Administration on Aging, Administration for Children and Families, Office for Civil Rights, Office of the Inspector General, Office of the General Counsel and Office of Public Health and Science.

Immediately prior to joining the U.S. Department of Health and Human Services (HHS), Costas served as General Counsel and Director of Legislative Affairs for the Florida Department of Elder Affairs (DOEA). Before that he served as Deputy General Counsel and Chief Medicaid Counsel for the Florida Agency for Health Care Administration (AHCA).

Costas authored the seminal authority on the Florida Medicaid program, the Florida Master Medicaid Guide, and co-authored Enforcing Quality Standards in Long-Term Care: The False Claims Act and Other Remedies, The Florida Bar Journal, June 1999. He has served as a member of the Editorial Board of the Florida Healthcare Journal and as a healthcare member of the Florida Strikeforce Against Fraudulent Enterprises. He also served in various capacities on the Executive/Legislative Florida Medicaid Formulary Panel, the Florida Medicaid Pharmaceutical & Therapeutics Committee and the Florida HIPAA (Health Insurance Portability and Accountability Act) Compliance Committee.

Costas began his legal career as a clerk to, and later an associate of, former U.S. District Court Judge and former U.S. Attorney Thomas E. Scott, practicing complex commercial litigation. He also practiced in the areas of admiralty, professional malpractice and products liability. Costas Miskis received his B.A. from Florida International University, and his J.D. from the University of Florida, where he was Executive Research Editor for the Florida Journal of International Law. He also received a Masters in Clinical Rehabilitation Counseling from Georgia State University. He is trained in clinical mental health counseling, and he has contributed authorship to several published peer[1]reviewed behavioral health scholarly articles
